Context
Terre des hommes (Tdh) is the leading Swiss organisation for children’s aid. Since 1960, Tdh has helped build a better future for children and youth, especially those most exposed to risks, making an impact with innovative and sustainable solutions. Active in more than 30 countries, Tdh works with its own teams and/or local and international partners to develop and implement field projects which significantly improve the daily lives of over four million children and members of their communities every year, with a focus on mother and child health, migration, and access to justice for children.
In Europe, Tdh strives to ensure the full realisation of children’s rights, equally and without discrimination. We are present in Albania, Kosovo, Moldova, Romania, Ukraine, Hungary, and Greece, while together with partners, we reach children in other 14 European countries.
Tdh started operations in Ukraine in 2015 and operated until February 2022 through 2 operational offices in Mariupol and Sievierodonetsk, while maintaining a coordination/representation office in Kyiv. Following the Invasion of Ukraine by the Russian Federation Army, the Tdh team has relocated in Ivano Frankivsk, where it started operations for the area of West Ukraine, which is the first operational base for the response to the current humanitarian crisis. The organization is aiming to operate in the Kyiv and surrounding areas and potentially in East Ukraine. We are providing various services to children, youth and their families in the conflict affected area, with a strong focus on psychosocial support.

Description
The Finance Officer, in coordination and cooperation with the supporting staff, and under the direct supervision of the Finance Manager, is responsible for the execution of financial and accounting tasks in order to meet legislative requirements and support operations at the delegation. S/he has the direct access to the confidential information, such as financial reports and data, budget of the delegation, bank statements, and the responsibility for accurate the maintenance of the office’s records. A professional sense of security, confidentiality, and proper representation is paramount to the job profile.
MAIN RESPONSIBILITIES
Budget management
Ensure that all approved grants budgets are entered into the accounting system SAGA promptly.
Ensure the Financial Management Tool is followed correctly in the Accounting and Documentation support.
Support on the Donor Follow Up tool for the Tdh Staff
Financial management (cash/bank/accounting)
- Check the compliance of all supporting documents, prepare the payment and working request (PWAR) and submit for the necessary approval.
- Manage the advances and ensure their correct registration in the accounting system.
- Check all invoices/receipts sent by the suppliers before any payment and ensure the quality of all vouchers according to the donors, internal and national regulations. Support the registration of invoices in BAF for better tracking.
- Prepare and maintain up-to-date and accurate accounting system ensuring the daily data entry in SAGA cash book referring to BAF transactions. Prepare any reallocation if required and do changes in accounting based on the HQ comments.
- Review that all the electronic and original paper documentation support of all the payments done, from Human Resources, Procurement, Logistics, Programs and Administration, are maintain a transparent financial tracking and filing system and ensure that all necessary original documents are correctly archived for a minimum of 10 years.
- Manage day-to-day accounting functions, bank and balance sheet accounts reconciliations, prepare the monthly closing, compare balances in double accounting BAF and SAGA.
- Ensure proper financial management.
- Support and review the Sub Implementing partners documentation support, making sure it is following their and Tdh internal procedures.
- Prepare the documentation support to deliver to the Implementing Partners for the Financial Reports.
- Follow up and monitoring that the Administrative and Human Resources Documentation are being recorded properly.
- Controlling the health insurance allocations is done properly by staff and projects.
Internal/external control systems
- Coordinate with the BAF Programmer any update or corrections to the system.
- Support the Tdh Staff on the proper use of BAF.
- Prepare and support all internal and external financial audits in collaboration with the LAF, the Country Delegate and the program team.
- Keep the financial documentation ready for any internal or external audit.
- Ensure compliance with internal guidelines regarding the risk of theft, armed robbery, corruption, embezzlement, errors and losses. Commit to respect TDH Risk Management Policies including Child Protection and Safeguarding policy, Anti-theft Fraud and Corruption Policy and Whistle Blowing Policy. Report any breach observed in the framework of these policies during his/her professional activities both as regards the proven or suspected offence and preventive breach.
Reporting
- Edit the financial part of monthly report for Line Manager
Personnel management / team management
- Participate in regular meetings with the teams and within the delegation;
- Coach, lead, advise, support and supervise the members of the admin and finance team in the follow up and implementation of current admin and financial regulations and procedures (Country Profile Form\ Financial Module\ General Module, Logistic Module);
- Periodically evaluate the staff under his/her direct responsibility and pass on the evaluations and recommendations to his/her manager;
- Identify the trainings needs of the team under his/her direct responsibility;
- Ensure that the TDH Finance Module is properly applied by all the program and support team;
- Participate to the project Cycle Management process;
- Supervise the Finance department staff
Candidate profile
Education / Qualifications: Master`s University Degree in Accounting or Finance is preferred.
Experience:
- Minimum of 3 year of previous experience in accounting and finances, ideally in non-governmental organization setup;
- Knowledge of generally accepted accounting, budgeting, budget monitoring and general ledger skills;
- Ability to respond to inquiries independently and follow-up on requests in an efficient manner. Manage high volume of work flow efficiently with minimal supervision;
- Ability to handle financial and quantitative information with accuracy and precision;
- Resourceful in gathering, verifying and analyzing financial data. Ability to interpret financial information and reports;
- Strong organizational, planning, prioritizing and administrative skills; ability to self-direct in a fast-paced, multi-task environment;
- Credible finance professional with strong interpersonal skills and ability to build effective relationships at all levels of the organization
- Ability to work collaboratively and productively within a multidiscipline and multicultural environment.
- Successful track record of work with donors (Europe Aid, SDC, DFID; ECHO; UN; etc.) and completion of audits, as an asset;
- High degree of confidentially
Languages
- Communicative oral and written skills in English and local language
IT Knowledge
- Proficiency with Microsoft Office Suite, particularly Excel and experience working with an automated accounting and finance software.
